Healthy Homes Assessment Services

Did you be aware that the Healthy Homes Standards came into effective on July 1st, 2021? Landlords are now required to ensure that their Ahuriri rental properties meet the minimum Healthy Homes Standards within 90 days of the start of any new or renewed tenancy and all private rental properties must be fully compliant by 1 July 2024.

Fines for Failing to Comply

Since the 1st July of 2021, when a brand new or renewed contract is signed on an Ahuriri rental property, all Healthy Homes compliance work must be finished inside of 90 days.

From the 1st of July in 2021, when a brand new or renewed tenancy is signed on an Ahuriri rental property, all Healthy Homes compliance work must be completed inside of 90 days.

Inability to adhere to any of the Healthy Homes Standards by the end of the expected timeframe can result in the possibility of a fine up to $7200. In addition, if the currently-in place Healthy Homes Statement of Compliance is not included in the new, renewed or revised tenancy agreement, it could result in an additional penalty or infringement fee.

Any tenant can ask for details about the Healthy Homes Standard and how they relate to the home they reside in. If the property manager is unable to supply the necessary information within 21 days from having received the inquiry, they could receive an infringement notice and could be fined up to $750.

In addition, there’s also a fine of approximately $900 for property owners or property managers who provide a false or misleading Healthy Homes Compliance Statement or any other information. The person who is responsible for this fine is whoever is identified on the tenancy agreement as being the person letting the property out which could be the name of the landlord as well as the company that manages the property.

The information contained in the Compliance Statement needs to be accurate before the tenancy agreement can be completed, and is updated throughout the duration of the tenancy when any related work is completed.

It’s also crucial to note that landlords with several rental properties can face greater penalties for non-compliance. The highest penalties are given for severe breaches, and landlords with more than six properties could be penalised up to $50,000, and as much as $100,000 in hearing claims.

When do I need to be in compliance with The Healthy Homes Standards?

Ahuriri Healthy Homes Compliance Timeframes

Tenancies that were signed in the period between July 1st 2019 and 30 June 2021

  • The insulation of the ceiling and underfloor is a requirement for all Ahuriri and New Zealand rental homes where it is reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply, an Insulation Statement and an Insurance Statement should be included in any renewal, new or modified tenancy agreement.
  • Property managers and landlords must keep records that demonstrate the conformance to all Healthy Homes Standard that apply or will be applicable to the rental property.

Starting 1 July 2021

  • Property managers and private landlords are required to make sure their rental properties comply in accordance with Healthy Homes Standards within 90 days of a newly renewed, extended or changed lease.
  • All boarding homes (except Kainga Ora and registered Community Housing Provider boarding house tenancies) are required to comply with Healthy Homes Standards regardless of the date when the tenancy started.

From July 1st 2023

  • All households which are rented by Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must meet the Healthy Homes Standards regardless of when the tenancy began.

Starting 1 July 2024

  • All rental houses have to meet the Healthy Homes Standards regardless of the date when the tenancy started.
Unreasonable Gaps & Holes

Draught Stopping Ahuriri

Draughts can lead to less temperature in homes. A draughty house is more expensive to heat, which means wasting energy and resulting in higher bills.

If a draught could be felt from unreasonable gaps or holes or holes, it needs to be sealed.

What are unreasonable gaps and holes?

If you are able to feel external air flowing in or an unobstructed draught coming from a crack or a gap or crack, then it’s probably a gap or hole that needs sealing in somehow. Adequate heaters are crucial to ensure healthy homes

Heating Ahuriri

Rental properties in Ahuriri should have a permanent source of heat which can warm the main or largest living area to at minimum 18 degrees Celsius, even on the most coldest days of the year. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being and mental well-being.

The heating source needs to be fixed (i.e., not portable), at least 1.5 kW in heating capacity and have the minimum capacity for heating required in the living area. The Heating Assessment Tool can be used to check if your current permanent heater(s) are sufficient or if you’ll need to "top-up" by adding a second heater. Open fires as well as unflued combustion heaters like portable LPG bottle heaters aren’t considered to be safe heating options in the Healthy Homes Standard.

If the heating system you provide is electric heating (or heat pump), it should include a thermostat. This will make the heating more uniform and effective. For the majority of homes, bigger fixed heating systems such as wood burners, heat pumps pellet burners, flued gas heaters are required. However, in some cases like small apartments the smaller fixed electric heater might be enough.

If your main living space already has a central heating source, such as a heat pump, then it could need some additional energy in order to comply with the standards. Certain kinds of heaters cannot be used to comply with the quality since they’re either costly, not cost-effective to run, and/or unhealthy to run.

Ceiling and underfloor insulation is required on all rental houses since 1 July 2019. All landlords and property managers have to ensure the insulation meets standards that are in line with the latest standard.
