We can evaluate the rental property you have in order to determine whether it satisfies the NZ Healthy Homes and Residential Tenancy Acts standards. Following the assessment, we’ll advise you or your property manager about any tasks which needs to be completed, and offer an evaluation report with all the necessary information for your Tenancy Agreement’s Healthy Home Statement of Compliance.

Failure to fulfill the requirements under the Healthy Homes Standards is a breach in the Residential Tenancies Act 1986, and any landlord found not complying may be liable for up to $7,200 in addition to any healthier homes relevant fines.

Fines for Failing to Comply

Beginning on July 1st, 2021, if a new, renewed or varied tenancy is signed for a Camberley rental property, all Healthy Homes compliance tasks must be taken care of inside of 90 days.

Since the 1st July of 2021, when a new, renewed or varied contract is signed on a Camberley rental property, all Healthy Homes compliance work must be completed by the end of 90 days.

Failure to meet all of the Healthy Homes Standards by the end of the deadlines can result in a fine of up to $7200. In addition, if the present Healthy Homes Statement of Compliance isn’t incorporated in an updated, renewed, or amended tenancy agreement there may be an additional penalty or infringement fee.

Any tenant can ask for details regarding the Healthy Homes Standard and how they relate to the home they reside in. If the landlord or the property manager doesn’t supply the necessary information within 21 days of having received the inquiry, they can receive an infringement notice and be fined up to $750.

In addition, there’s also a penalty of up to $900 for landlords and property managers providing a false or incorrect Healthy Homes Statement of Compliance or other information. The person who is responsible to pay this fine is the one who is listed on the tenancy agreement as being the person letting the property out It could also be the name of the landlord as well as the property management company.

The information contained in the Statement of Compliance needs to be up-to-date when the tenancy contract is signed. It is updated during the entire tenancy, as necessary work related to it’s finished.

It is crucial to remember that a landlord with multiple rental properties may face more severe penalties for not complying. The highest penalties are handed down for serious violations, and landlords who own six or more properties could receive fines of up to $50,000, or as high as $100,000 in the case of hearing claims.

Clearly, failure to adhere to requirements of Healthy Homes requirements can hit your wallet with massive fines as well as having to continue to comply. Don’t take a chance with your rental property Call us today and ask us to conduct an home evaluation performed on the rental property you are renting.

Healthy homes are important

Why is Healthy Homes Compliance so Important?

Around 1 in 3 households rent in New Zealand and Camberley, and research has shown that these rental houses are more likely to be older, colder, are not as efficient heating and tend to be lower quality than the houses of owners.

The damp, cold and mouldy houses are associated with negative health outcomes, particularly illnesses such as colds and influenza, asthma, and cardiovascular diseases. In addition, people who have reported at least four key issues with their housing often have lower levels of satisfaction with life and a decrease in psychological well-being.

Improve the quality of Camberley rental property can allow tenants to experience better mental and physical health and minimise the interruption to learning, work and living because of diseases. Your investment will also be better safeguarded from mildew, mould and damp damages, which means less maintenance costs over the long term.

The Healthy Homes Standards are a set of specific and minimal standards for Heating, Insulation, Ventilation, Moisture Ingress and Drainage, and Draught stopping within Camberley rental properties.

Unreasonable Gaps & Holes

Draught Stopping Camberley

Draughts are a major cause of less temperature in homes. A damp home will cost more to heat, meaning wasting energy and incurring higher costs.

If a draught can be noticed from gaps that are not adequate or holes or holes, it needs to be closed.

What are unreasonable gaps and holes?

If you can feel external air getting in, or see a clear draught out of a hole or gap or crack, then it’s likely to be a gap or hole which needs sealing in the way you can. Large gaps and cracks should be stopped permanently. Gaps greater than 3mm that allow air to enter or exit of your home require sealing. In the case of an open fireplace isn’t in use it may cause draughts and should be blocked from. Property managers and landlords are accountable for making sure that such draughts are squelched in the maximum extent possible.

You don’t need to block holes or gaps which are part of the building. For instance, small gaps around windows and doors may be required to allow movement of the building as the household heats and cools, in order to let them be closed and opened instead of than securing. We will check all windows and doors as part of our Healthy Homes assessment of your rental property.

Heating Camberley

Rental properties in Camberley require a reliable heating source which can warm the living space to at least 18degC even on the coldest days of the year. This is the minimum temperature indoors that is recommended by the World Health Organisation for people’s physical well-being and mental well-being.

The source of heat requirements for it to be permanent (i.e., not portable), at minimum 1.5 kW of heating capacity, and must meet the minimum required heating capacity to heat the living space in general. A Heating Assessment Tool can be used to check if your current fixed heater(s) are sufficient or if you’ll need to "top-up" by adding a second heater. Unflued combustion and open fire heaters such as small portable LPG bottle heaters are not considered to be acceptable heating options in the Healthy Homes Standard.

If the heating system you provide is electric heating or heat pump, it should have an thermostat. This will make the heating more reliable and efficient. For most properties, larger heaters that are fixed, such as wood burners, heat pumps, pellet burners or flued gas heaters are needed. In some instances, like apartments with small spaces, a smaller fixed electric heater may suffice.

If your main living space is already equipped with a fixed heating source, such as heat pumps, it might need some additional energy in order to comply with the standards. Some types of heaters can’t be used to achieve the quality as they are either inefficient, unaffordable to operate and/or unsafe to run.

Every living space in a rental property must contain at minimum one open window or exterior door to provide natural ventilation. Furthermore, moist areas such as kitchens and bathrooms should have an venting fan outside to remove moisture.

This ventilation standard is all about understanding it is that dry air will be less difficult to heat and a well ventilated rental property is less likely to grow damp and mould.

Bedrooms, living rooms, kitchens and dining rooms are considered liveable areas. Connecting spaces such as the hallways are not liveable and don’t need an opening door or window.

Every window, door or the skylight requirements to be able open to the outside while remaining set in an opening position in order to allow the circulation of fresh air and ventilation.

The bathrooms in all kitchens and any other area in your property with a bath, shower cooker or any other moisture generating item will need adequate extractor fans that vent to the outside. We offer a Healthy Homes Assessment service will verify that there is enough ventilation throughout the living spaces with the right extractor fan for areas that are high in moisture.

Insulation Camberley

Ceiling and underfloor insulation is mandatory to all rental homes as of July 1st, 2019. All landlords and property managers have to make sure that the insulation is in line with the new quality. In certain situations, the old ceiling insulation as well as insulation within the subfloor space might require to be topped up or replaced.

A properly insulated home will help to control condensation, and decrease the risk of dampness and mould, and also makes it easier for the house to keep warmth.

Insulation requirements to meet the R-values that are appropriate for your region.

Camberley Moisture Ingress & Drainage

Protecting your rental property from dampness isn’t just about the inside of the building it is also about the outside. You must ensure there is somewhere to allow surface, rain as well as groundwater to move, and prevent it from getting into the building. When it comes to moisture and damp it is frequently the things you don’t notice that could be a huge problem that can cause the property to suffer and affecting the tenant’s health.

Rental properties require to have effective drainage to eliminate floodwaters, surface water and ground water. This includes the proper outfall or runoff. Making sure the water is able to go, and also that it doesn’t sit beneath structures is an crucial aspect of keeping your property dry.

In addition to an irrigation system to stop moisture from entering, if your property has an enclosed space between your flooring and soil, a ground-water barrier should be put in place if it is reasonably practicable to install it.

Ground moisture barriers are typically made of polythene and is laid on top of the ground to prevent any moisture from the ground from getting into the structure. It also helps to prevent any damage to your underfloor insulation.
