Fines for Failing to Comply

Beginning on July 1st, 2021, when a brand new, renewed or varied contract is signed on a Fernhill rental property, all Healthy Homes compliance items must be taken care of by the end of 90 days.

Tenancies signed between 1 July 2019 to the 30th June in 2021

  • Insulation of the underfloor and ceiling is mandatory for all Fernhill and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Declaration of Intent An Insulation Statement as well as an Insurance Statement must be included with any renewed, new or varied tenancy agreement.

Heating Fernhill

Fernhill rental properties need to have a stable source of heating that is able to heat the main or largest living area to at minimum 18degC even on the coldest days of the year. For most properties, larger fixed heating systems such as wood burners, heat pumps, pellet burners or flued gas heaters are needed. In some instances, such as small apartments the smaller fixed electric heater may be sufficient.

If your main living space already has a fixed heating source, such as a heat pump, then it may need a top up to be able to meet the standards. Certain types of heaters cannot be utilised to meet the standard as they are either inefficient, unaffordable to operate or are unsafe to operate.
