Fines for Failing to Comply

From the 1st of July in 2021, once a new or renewed contract is signed on a Kotemaori rental property, all Healthy Homes compliance work must be completed by the end of 90 days.

Tenancies signed from 1 July 2019 and the 30th June in 2021

  • Insulation of the underfloor and ceiling is mandatory to all Kotemaori and New Zealand rental houses where it is reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement, an Insulation Statement and an Insurance Statement should be included with any new, renewed or modified tenancy agreement.
  • Property managers and landlords must keep records that demonstrate compliance with any Healthy Homes Standard that apply or will apply to your rental home.

From July 1st 2021

  • Private landlords and property managers are required to make sure their rental properties conform in accordance with Healthy Homes Standards within 90 days of any new, renewed or varied tenancy.
  • All boarding households (except Kainga Ora and Community Housing Providers with registered for boarding house tenancies) must comply with the Healthy Homes Standards regardless of when the tenancy began.

Beginning 1 July 2023

  • All homes let through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of the date the tenancy was started.

Beginning 1 July 2024

  • All rentals homes have to meet the Healthy Homes Standard regardless of the time of the first day of tenancy.
