Healthy homes matter

Why is Healthy Homes Compliance so important?

About 1 in 3 households rent in New Zealand and Mangateretere, and research suggests that rental homes tend to be colder, older, have less effective heating and are of lower quality than owner occupied properties.

Cold, damp and mouldy homes are linked to negative well-being outcomes, especially for illnesses such as colds and influenza, asthma, and cardiovascular conditions. In addition, people who report four or more key home quality issues often suffer from less satisfaction in their lives and lower mental wellbeing.

The improvement in the standard of Mangateretere rental property can help tenants enjoy better mental and physical health and reduce the disruptions to their work, education and daily life because of illnesses. Your investment is also better safeguarded from mildew, mould and damp-related damage, which results in lower costs for maintenance in the long run.

Unreasonable Gaps & Holes

Draught Stopping Mangateretere

Draughts can lead to low temperatures inside houses. A cold house is more expensive to heat, which means wasting energy and incurring higher costs.

If a draft can be felt from unreasonable gaps or holes the area needs to be sealed.

What are the most unreasonable gaps or holes?

If you are able to feel external air getting in, or see the air is clear from a gap or hole that is, it’s most likely a gap or hole which requirements sealing in the way you can. Cracks or gaps with large gaps must be sealed permanently. Gaps greater than 3mm that let air in or out of your house require to be sealed. In the case of an open fireplace isn’t in use it may cause draughts and should be shut from. Landlords and property managers are responsible for making sure that these draughts are stopped in the maximum extent imaginable.

There is no need to block off holes or gaps that are part of the building. For instance, small gaps around doors and windows might be necessary to allow movement of the building as the household gets warmer and cooler, in order to let them be shut and opened, rather than securing. We will inspect the windows and doors during the Healthy Homes assessment of your rental property.

Heating Mangateretere

Rental properties in Mangateretere must have a fixed source of heating that is able to heat the main or largest living space to at least 18degC even on the winter coldest days. This is the recommended minimum indoor temperature recommended by the World Health Organisation for people’s physical well-being and mental well-being.

The source of heating needs for it to be permanent (i.e. not portable), at minimum 1.5 horsepower in capacity, and meet the minimum capacity for heating required for the main living room. A Heating Assessment Tool can be used to check if the current fix heater(s) are adequate or if you’ll need to ‘top up’ with an additional heater. Open fires and unflued combustion heaters such as the portable LPG bottle heaters aren’t considered to be suitable heating options in the Healthy Homes Standard.

If the heating that you provide is electric heating (or heat pump), then it must include the thermostat. This makes your heating more consistent and effective. For most properties, larger fixed heating equipment like heat pumps, wood burners pellet burners, flued gas heaters are needed. In some instances, such as small apartments the smaller fixed electric heater may suffice.

If the living area already has a fixed heating source like a heat pump, then it might need an update in order to comply with the standards. Certain types of heaters cannot be used to meet the standard because they’re costly, not cost-effective to run, and/or unhealthy to run.

Ventilation Mangateretere

Each liveable space in a rental property has to contain at minimum one open window or exterior door to offer natural ventilation. Additionally, areas with high moisture areas like kitchens and bathrooms should have an externally vented extractor fan that can eliminate moisture.

This ventilation quality is all about recognising it is that dry air is easier to heat, and that the property that is properly ventilated will be less prone to developing damp and mould.

Bedrooms, living rooms kitchens, and dining areas are considered liveable areas. Connecting spaces like the hallway aren’t considered liveable and don’t need an opening door or window.

Every window, door or the skylight requirements for them to be in a position open to the outside while remaining closed in order to allow the circulation of fresh air and ventilation.

Bathrooms, kitchens, and every other room of your house that houses shower, bath, cooktop or other high moisture-producing item will need appropriate extractor fans that vent to the outdoors. The Healthy Homes Assessment service will check that there is adequate ventilation throughout the living spaces with the right extractor fan for areas that are high in moisture.

Insulation Mangateretere

Underfloor and ceiling insulation has been compulsory on all rental houses since July 1, 2019. Property managers and landlords should ensure that the insulation is up to this new standard. In certain situations, the an existing insulation on the ceiling or in the subfloor space might require to be replaced or replaced.

A well-insulated house can reduce condensation and lower the chance of dampness and mould, as well as making more easy to allow the home to hold the heat.

Insulation needs to meet the R-values of your area.

The "R" signifies thermal resistance and is a gauge of how well insulation resists heat flow. The more high the R-value, higher the quality of insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – the remainder area of North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 (underfloor R 1.3

Mangateretere Moisture Ingress & Drainage

The security of your rental home from moisture isn’t just about what’s inside the building but you must make sure there is somewhere for surface, rain or ground water and stop it from coming inside. When it concerns damp and moisture it’s often those concerns that you aren’t aware of that can cause a lot of trouble, causing damage to your investment and affecting your tenant’s health.

Rental properties must have effective drainage to eliminate floodwaters, surface water, and ground water, including an appropriate outfall or runoff. Making sure the water has a proper place to go, and also that it doesn’t get sucked into buildings is a vital aspect of keeping your property dry.

Alongside a drainage system to avoid the ingress of moisture, if your rental is enclosed between your floor and the ground, a ground moisture barrier should be put in place if it’s reasonably practicable to install it.

An underground moisture barrier generally a polythene sheet laid over the ground, to block any moisture from the ground from accumulating into the structure. It also helps to prevent any damage to your underfloor insulation.
