Fines for Failing to Comply

Napier South Healthy Homes Compliance Timeframes

Tenancies commenced in the period between July 1st 2019 to the 30th June in 2021

  • Insulation of the underfloor and ceiling is a requirement for all Napier South and New Zealand rental homes where it is reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement should be included with any renewed, new or amended tenancy agreement.
  • Property managers and landlords are required to keep records of their conformance with each Healthy Homes Standard that apply or will be applicable during the tenure of an apartment rental.

Beginning 1 July 2021

  • Property managers and private landlords have to make sure that their rental properties are in compliance according to Healthy Homes Standard within 90 days of any newly renewed, extended or changed Tenancy.
  • All boarding homes (except Kainga Ora and Community Housing Providers with registered Boarding household tenancies) must meet the Healthy Homes Standard regardless of the time the tenancy began.

From July 1st 2023

  • All households that are rented out to Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2024

  • All rentals homes are required to comply with Healthy Homes Standard regardless of when the tenancy first began.
