Fines for Failing to Comply

From the 1st of July in 2021, when a brand new or renewed contract is signed on a Napier South rental property, all Healthy Homes compliance tasks need to be taken care of within 90 days.

Since the 1st July of 2021, when a new or renewed lease is entered into on the Napier South rental property, all Healthy Homes compliance work must be taken care of inside of 90 days.

Tenancies established in the period between July 1st 2019 to 30 , June 20,21

  • Ceiling and underfloor insulation is a requirement in all Napier South and New Zealand rental houses where it is reasonably practicable to put in.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement must be included in any renewal, new or modified tenancy agreement.

From 1 July 2021

From 1 July 2023

  • All households that are rented out by Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2024

  • All rental houses must comply with the Healthy Homes Standards regardless of the date when the tenancy started.
