If a draught can be felt from unreasonable gaps or holes or holes, it requirements to be sealed.

What are unreasonable gaps and holes?

If you can feel external air flowing in or the sound of a clear draught emanating from a hole or gap or crack, then it’s probably a gap or hole which requirements sealing in the way you can. Large cracks and gaps should be permanently stopped. The gaps that exceed 3mm that let air in or out within your house need seals. For example, if an open fireplace isn’t being used, it may cause draughts and must be sealed from. Property managers and landlords are responsible for ensuring that draughts from the fireplace are removed whenever possible.

You don’t require to cover up holes or gaps in the construction. For instance, small gaps around windows and doors may be required to allow for the movement of the structure when the household warms and cools in order to let them be opened and closed rather than being stuck. Adequate heaters are important to ensure healthy houses

Heating Napier South

Napier South rental properties need to have a stable source of heating which can warm the living space to a minimum of 18degC, even on the coldest days of the year. This is the minimum indoor temperature suggested by the World Health Organisation for people’s physical well-being as well as their mental health.

The source of heating needs to be fixed (i.e., not portable) with at minimum 1.5 kW of heating capacity and have the minimum required heating capacity for the main living space. A Heating Assessment Tool could be used to check if the permanent heater(s) are adequate or whether you will need to ‘top up’ by adding a second heater. Open fires as well as unflued combustion heaters like mobile LPG bottle heaters aren’t considered to be safe heating options for those following the Healthy Homes Standard.

If the heating you provide is electric heating or heat source, it should be equipped with an thermostat. This will help make the heating more uniform and effective. For most houses, larger heaters that are fixed, such as heat pumps, wood burners, pellet burners or flued gas heaters are needed. In some instances, like apartments with small spaces, a smaller fixed electric heater may suffice.

If your living space already has a central heating source, like heat pumps, it might just need an update to be able to meet the standards. Certain kinds of heaters cannot be used to comply with the standard since they’re either inefficient, unaffordable to operate or unsafe to operate.

Ventilation Napier South

Every living space of the rental property should contain at minimum one open windows or an exterior door to offer natural airflow. Furthermore, moist areas such as kitchens and bathrooms must have a suitable externally vented extractor fan to eliminate moisture.

The ventilation quality is about recognising it is that dry air is more easy to heat and that a property that is well ventilated will be less prone to developing mould and damp.

Bedrooms, living rooms dining rooms, and kitchens are considered to be liveable spaces. Connecting spaces like the hallway aren’t considered liveable and therefore don’t require an opening door or window.

Each window, door , or Skylight needs to be able to open to the outside while remaining fixed in an open position in order to allow the circulation of fresh air and ventilation.

The bathrooms in all kitchens and any other room in your house that houses shower, bath or cooktop, or any other humidity-generating items will require suitable extractor fans that can be vented to the outside. This Healthy Homes Assessment service will verify that there is enough ventilation in every living space that includes extractor fans that are suitable for areas that are high in moisture.

Insulation Napier South

Ceiling and underfloor insulation is a requirement for all rent houses from 1 July 2019. Property managers and landlords must make sure that the insulation meets this new standard. In some cases, current ceiling insulation, or the insulation of the sub floor space might require to be topped up or replaced.

A well-insulated property will reduce the risk of condensation, and decrease the risk of mould and dampness, and it will make much easier to the home to keep the heat.

Insulation needs to be in compliance with the R-values required for your area

The "R" signifies thermal resistance, and it is a measurement of how well the insulation resists heat flow. The higher the R-value, the better the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – the rest of the North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 below floor R 1.3

Napier South Moisture Ingress & Drainage

Making sure your rental property is protected from the effects of moisture isn’t just a matter of the inside of the building; you have to ensure there is somewhere for surface, rain or ground water and to prevent it from getting into the building. When it comes to moisture and damp it is typically not apparent that it could become a major issue, causing the property to suffer and harming your tenant’s health.

Rental properties need to have effective drainage for the removal of storm water, surface water, and groundwater, with an appropriate outfall or runoff. Making sure that water is able to go, and also that it can’t linger underneath the structures is an crucial aspect of making sure your property is dry.

In addition to a drainage system to avoid moisture from entering, if your rental is enclosed between floorboards and the soil, a ground-water barrier must be constructed if it is reasonably practicable to install it.

A ground moisture barrier is typically a sheet of polythene that is placed over the ground to prevent any moisture in the ground from getting into the building. It also helps to prevent moisture damage to the underfloor insulation.
