The areas covered in the Healthy Homes Standards are:

We can assess the rental property you have in order to determine whether it satisfies the NZ Healthy Homes and Residential Tenancy Acts requirements. After assessment, we will advise you or your property manager about any tasks which needs to be done and offer an evaluation report with all the necessary information to complete your tenancy agreement’s Healthy Home Statement of Compliance.

Failure to meet the obligations of the Healthy Homes Standards is a violation of the Residential Tenancies Act 1986, and any landlord found to not in compliance could face fines of up to $7,200 plus additional healthy homes connected fines.

Fines for Failing to Comply

As of 1st July 2021, if a new or renewed contract is signed on a Pakipaki rental property, all Healthy Homes compliance tasks need to be finished inside of 90 days.

From the 1st of July in 2021, once a new, renewed or varied Tenancy is signed for a Pakipaki rental property, all Healthy Homes compliance work must be taken care of within 90 days.

Inability to adhere to one of the Healthy Homes Standards inside of the period of time expected can lead to an amount of $7200. Additionally, if the most existing Healthy Homes Statement of Compliance isn’t included in an updated, renewed, or amended tenancy agreement there could be additional penalties or an infringement fee.

Any tenant may request information about the Healthy Homes Standard and how they are related to the house they live in. If the landlord or property manager is unable to supply the required information within 21 days from being informed of the request, they could be issued an infringement notice and could be fined up to $750.

In addition, there is also a penalty approximately $900 for property owners or property managers that provide false or false Healthy Homes Compliance Statement or any other information. The person liable for this fine is the one who is listed on the tenancy contract as the person letting the property out which could be the landlord’s name or the property management company.

All the information on the Compliance Statement needs to be up-to-date when the tenancy contract is executed, and it should be kept updated throughout the duration of the tenancy when any related work is completed.

It’s also important to keep in mind that landlords who manage several rental properties can face greater penalties for non-compliance. The highest penalties are reserved for the most serious breaches, and landlords with six or more properties could be fined as high as $50,000 and as high as $100,000 in hearings.

In the end, a failure to meet requirements of Healthy Homes requirements can hit your bank account hard, and result in significant fines and still having to meet compliance. Don’t risk your rental property, contact us today and request an house evaluation performed for your rental property.

Healthy homes matter

What are the reasons why Healthy Homes Compliance so Important?

Around 1 in 3 households homes in New Zealand and Pakipaki, and research indicates that rental houses are most likely to be older, colder, have less efficient heating, and generally tend to be lower quality than owner occupied properties.

Cold, damp and mouldy homes are associated with negative health outcomes, particularly for ailments like colds and asthma, as well as cardiovascular issues. Additionally, those who experience four or more major issues with their housing often have less satisfaction in their lives and lower mental health.

Enhancing the standard of Pakipaki rental property will allow tenants to enjoy improved mental and physical health and minimise the disruption to work, learning and living because of illness. Your investment is also secured from mildew, mould and damp-related damage, which completed jobs in lower costs for maintenance over the long term.

The Healthy Homes Standard is a list of specific and minimum standards for Heating, Insulation Ventilation, Moisture Ingress and Drainage, and Draught Stopping in Pakipaki rental properties.

Unreasonable Gaps & Holes

Draught Stopping Pakipaki

Draughts may lead to lower temperatures in houses. A draughty house costs more to heat, which means wasting energy and resulting in higher bills.

If a draft can be perceived as a result of gaps or holes that it needs to be closed.

What are unreasonable gaps and holes?

If you can feel external air flowing in or an unobstructed draught coming from a crack or a gap and you can feel it, it’s most likely a gap or hole that needs sealing in somehow. Cracks or gaps with large gaps must be stopped permanently. Gaps greater than 3mm that allow air to enter or exit of the house need the sealing. For example, if an open fireplace isn’t being used, it can cause draughts and should be shut off. Property managers and landlords are accountable for ensuring that such draughts are squelched as far as imaginable.

There is no need to block gaps or holes in the construction. For example, tiny gaps around doors and windows may be required to allow movement of the structure as the household gets warmer and cooler, to allow them to be closed and opened instead of instead of being stuck. We will inspect every window and door during the Healthy Homes assessment of your rental property.

A good heating system is crucial to ensure well-being homes

Heating Pakipaki

Pakipaki rental properties must have a fixed source of heat that is able to heat the largest or main living room to at least 18 degrees Celsius, even on the most coldest days of the year. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being and mental outlook.

The source of heat needs for it to be permanent (i.e., not portable) and at least 1.5 kW in heating capacity, and must meet the minimum required heating capacity in the living area. The Heating Assessment Tool can be used to determine whether the installed heater(s) are adequate or if you’ll need to top up with a new heater. Open fires as well as unflued combustion heaters, such as portable LPG bottle heaters are not considered acceptable heating options for the Healthy Homes Standard.

If the heating system you provide is an electric heater or heat source, it must have an thermostat. This will make the heating more uniform and effective. For most properties, larger heaters that are fixed, such as heat pumps, wood burners, pellet burners or flued gas heaters are required. In certain situations, like apartments with small spaces an electric, fixed heater could be enough.

If the main living room already has a fixed heating source such as the heat pump, it might just need some additional energy to be able to meet the standards. Certain kinds of heaters aren’t able to be used to meet the quality because they’re inefficient, unaffordable to operate and/or unsafe to run.

Ventilation Pakipaki

Each living space within a rental property has to contain at minimum one open door or window to offer natural ventilation. Furthermore, moist areas like kitchens and bathrooms should be equipped with an venting fan outside to get rid of moisture.

This ventilation quality is all about recognising that dry air is easier to heat, and that the property that is properly ventilated is less likely to be a victim of damp and mould.

Bedrooms, living rooms, kitchens, and dining rooms are considered liveable spaces. Connecting spaces such as the hallways are not liveable and therefore don’t require an opening window or door.

Each window, door or Skylight requirements to be able of opening to the outside, but remain at an open angle, allowing to circulate fresh air as well as ventilation.

All kitchens and bathrooms, as well as any other space in your house that houses shower, bath, cooktop or other high water-generating appliance will require appropriate extractor fans that can be vented to the outdoors. Our Healthy Homes Assessment service will check that there is adequate air circulation in every living space that includes extractor fans that are suitable for areas that are high in moisture.

Insulation Pakipaki

Underfloor and ceiling insulation is required in all rental houses since July 1, 2019. All landlords and property managers have to make sure that the insulation meets this new standard. In some instances, existing ceiling insulation or insulation in the subfloor space might require to be replaced or replaced.

A properly insulated home will reduce the risk of condensation and reduce the chances of mould and dampness and also makes much easier to the house to keep heat.

Insulation requirements to meet the R-values of your area.

The "R" signifies thermal resistance and is a gauge of how well insulation can withstand heat flow. The more R-value is higher, the better the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – the rest of North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3, underfloor R 1.3

Pakipaki Moisture Ingress & Drainage

Making sure your rental property is protected from the effects of moisture isn’t just a matter of what’s inside the building it’s also about the outside. You must make sure there is somewhere for surface, rain and underground water to flow and prevent it from getting inside. When it comes to moisture and damp it is frequently those things that you aren’t aware of that could become a major issue that can cause damages to your investment and harming the tenant’s health.

Rental properties should be equipped with effective drainage to get rid of floodwaters, surface water and groundwater, with an appropriate runoff or outfall. Making sure the water has a location to go and that it can’t linger underneath the buildings is a vital aspect of making sure your property is dry.

Alongside a drainage system to avoid water ingress, if the rental has an enclosed gap between your flooring and ground, a ground moisture barrier must be installed if it is reasonably practicable to do so.

The ground-moisture barrier typically a sheet of polythene that is placed over the ground to prevent any moisture that is present in the ground from rising into the building. It also helps in preventing moisture damage to the underfloor insulation.
