Raureka Healthy Homes Compliance Timeframes

Tenancies that were signed in the period between July 1st 2019 to 30 June 2021

  • Insulation of the underfloor and ceiling is mandatory for all Raureka and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement must be included in any new, renewed or amended tenancy agreement.
  • Landlords and property managers must keep records to demonstrate the compliance with the Healthy Homes Standard that apply or will be in force to your rental home.

From 1 July 2021

  • Private landlords and property managers have to make sure their rental properties comply according to Healthy Homes Standards within 90 days of a renewal, new or a change in Tenancy.
  • All boarding houses (except Kainga Ora and Community Housing Providers with registered Boarding household tenancies) must meet the Healthy Homes Standards regardless of when the tenancy began.

From July 1st 2023

  • All households which are rented by Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply with the Healthy Homes Standards regardless of the date the tenancy was started.

Starting 1 July 2024

  • All rental houses must be in compliance with the Healthy Homes Standard regardless of the date when the tenancy started.

Rental properties in Raureka need to have a stable source of heat that can heat the principal or the biggest living space to a minimum of 18degC even on the coldest winter days. If the living area already has a fixed heating source, such as a heat pump, then it may need an upgrade to meet the standards. Some types of heaters can’t be used to meet the standard as they are either not efficient, cost prohibitive to operate or unsafe to operate.
