Inability to adhere to all of the Healthy Homes Standards inside of the period of time expected can lead to a fine of up to $7200. Additionally, if the most existing Healthy Homes Statement of Compliance isn’t included within an updated, renewed, or revised tenancy agreement, there may be an additional fine or infringement fee.

Any tenant may request information about the Healthy Homes Standard and how they relate to the home they live in. If the landlord or the property manager doesn’t provide the information requested within 21 days from getting the notice, the tenant could receive an infringement notice and be fined as high as $750.

In addition, there is also a penalty of approximately $900 for landlords or property managers who have provided a false or false Healthy Homes Statement of Compliance or any other information. Unreasonable Gaps & Holes

Draught Stopping St Leonards

Draughts increase the likelihood of dropping temperatures within houses. A damp home will cost more to heat, which results in wasting energy and increased bills.

If a draught could be felt through gaps that are too large or holes that it requirements to be closed.

What are unjustifiable gaps or holes?

If you can feel external air entering or the sound of a clear draught emanating out of a hole or gap or crack, then it’s probably a gap or an opening that needs sealing in some way. Cracks or gaps with large gaps must be permanently stopped. Gaps greater than 3mm that let air in or out into the house require the sealing. For example, if the open fireplace isn’t being used, it can create draughts. This must be sealed from. Landlords and property managers are responsible for ensuring that these draughts are stopped in the maximum extent possible.

There is no require to block up intentional gaps or holes that are part of the construction. For example, tiny gaps around doors and windows could be necessary to allow for the movement of the building when the home is heated and cools so that they are able to be closed and opened rather than sticking. We will test the windows and doors as part of an Healthy Homes assessment of your rental property.

Adequate heaters are crucial to ensure healthy homes

Heating St Leonards

St Leonards rental properties should have a permanent source of heat that is able to heat the largest or main living room to at least 18degC, even on the coldest days of the year. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical well-being and mental wellbeing.

The source of heat requirements to be fixed (i.e. not portable) with at minimum 1.5 Kilowatts in heating capacity, and it must have the minimum required heating capacity to heat the living space in general. A Heating Assessment Tool may be used to determine if the fix heater(s) are sufficient or whether you will require to ‘top up’ with an additional heater. Unflued combustion and open fire heaters such as mobile LPG bottle heaters are not considered to be safe heating options in those following the Healthy Homes Standard.

If the heating that you offer is an electric heater or heat pump, it should have a thermostat. This will make the heating more uniform and effective. For most properties, larger fixed heating devices such as wood burners, heat pumps pellet burners, flued gas heaters are needed. In certain situations, like apartments with small spaces, a smaller fixed electric heater might be enough.

If the main living room already has a central heating source such as a heat pump, then it may need a top up to be able to meet the standards. Certain kinds of heaters cannot be used to meet the standard as they are either not effective, cost prohibitive to operate or are unsafe to operate.

Ventilation St Leonards

Every living space in a rental home must contain at minimum one open window or exterior door to provide natural ventilation. Furthermore, moist spaces like kitchens and bathrooms should have an externally vented extractor fan that can eliminate moisture.

It is the ventilation quality is all about recognising the fact that dry air is less difficult to heat, and that an apartment that is well-ventilated is less likely to grow mould and damp.

Living rooms, bedrooms, kitchens, and dining rooms are all considered living spaces. Spaces that connect, such as the hallway aren’t considered living spaces and therefore are not require an opening window or door.

Every window, door or Skylight requirements to be able of opening to the outside, and stay at an open angle, allowing the circulation of fresh air and air flow.

All bathrooms and kitchens and any other area in your home with a bath, shower or cooktop, or any other moisture-producing item will need proper extractor fan systems that vent out to the outside. This Healthy Homes Assessment service will make sure there is sufficient air circulation in every living space that includes extractor fans that are suitable in high moisture areas.

Insulation St Leonards

The insulation of the ceiling and underfloor is a requirement for all rent homes from 1 July 2019. All landlords and property managers have to ensure that the insulation is up to standards that are in line with the latest quality. In some instances, an existing insulation on the ceiling or in the subfloor space might need to be added or replaced.

A house that is well-insulated will reduce the risk of condensation, and decrease the risk of mould and damp, and will also make it easier to the home to retain the heat.

Insulation requirements to meet the R-values required for your area

The "R" stands for thermal resistance and is a gauge of how well the insulation resists heat flow. The more high the R-value, more effective the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – The rest of the North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3, underfloor R 1.3

St Leonards Moisture Ingress & Drainage

The security of your rental home from moisture isn’t just about the interior of the building but you must ensure there is somewhere for rain, surface or ground water, and prevent it from getting into the building. When it is about damp and water, it is typically what you don’t see that can become a big problem and cause damage to your investment and harming the tenant’s health.

Rental properties require to have effective drainage to eliminate floodwaters, surface water, and groundwater, with an appropriate runoff or outfall. Making sure that water is able to go, and it doesn’t get sucked into buildings is an essential part of maintaining your property’s dry.

In addition to an irrigation system to stop moisture from entering, if your apartment has an enclosed gap between floorboards and ground, a ground moisture barrier must be put in place when it is reasonably practicable to install it.

The ground-moisture barrier generally an insulating sheet of polythene laid over the ground to stop any moisture present in the ground from entering the property. It also helps to prevent moisture damage to the underfloor insulation.
