Fines for Failing to Comply

Since the 1st July of 2021, when a new or renewed tenancy is signed for a Taradale rental property, all Healthy Homes compliance items need to be completed within 90 days.

Beginning on July 1st, 2021, when a brand new, renewed or varied tenancy is signed on the Taradale rental property, all Healthy Homes compliance work must be done inside of 90 days.

Taradale Healthy Homes Compliance Timeframes

Tenancies that were signed beginning on 1 July 2019 to 30 June 2021

  • Underfloor and ceiling insulation is compulsory in all Taradale and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement should be included with any renewal, new or altered tenancy contract.
  • Property managers and landlords are required to keep records that prove the conformance to each Healthy Homes Standard that apply or will apply during the tenure of their rental properties.

Beginning 1 July 2021

  • Private landlords and property managers must ensure their rental properties comply according to Healthy Homes Standard within 90 days of a renewal, new or a change in tenancy.
  • All the boarding houses (except Kainga Ora and registered Community Housing Provider for boarding house tenancies) must meet the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2023

  • All homes that are rented out through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must be in compliance with the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2024

  • All rentals homes must be in compliance with the Healthy Homes Standards regardless of when the tenancy first began.

Heating Taradale

Rental properties in Taradale need to have a stable source of heating that is able to heat the main or largest living space to at least 18degC, even during the coldest winter days. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical health and mental wellbeing.

The source of heat needs that it be permanently fixed (i.e. not portable) with at least 1.5 Kilowatts in heating capacity and have the minimum required heating capacity in the living area. Underfloor and ceiling insulation is mandatory in all rental homes from 1 July 2019. Property managers and landlords should make sure that the insulation meets this new quality.
