Healthy homes are important

What is the reason Healthy Homes Compliance so important?

One in three households homes in New Zealand and Te Mata, and research has shown that these rental houses are most likely to be older, colder, have less effective heating, and generally have lower quality than the homes of owners.

Damp, mouldy and cold homes are linked to negative health outcomes, particularly for ailments like colds and asthma, as well as cardiovascular issues. Furthermore, people who experience at least four major house quality problems often experience lower levels of satisfaction with life and a decrease in well-being.

Unreasonable Gaps & Holes

Draught Stopping Te Mata

Draughts can lead to less temperature in households. A humid house costs more to heat, resulting in wasted money and energy.

If a draught could be felt from unreasonable gaps or holes, it requirements to be closed.

What are unjustifiable gaps or holes?

If you are able to feel external air coming in or an unobstructed draught coming from a crack or a gap, then it’s probably a gap or hole that needs sealing in somehow. Large cracks and gaps should be permanently stopped. Cracks that are greater than 3mm and allow air in or out from your house require sealing. For example, if the open fireplace isn’t used it can cause draughts and should be shut from. Landlords and property managers are responsible for making sure that draughts from the fireplace are removed whenever imaginable.

There is no require to block up intentional holes or gaps which are part of the building. For instance, small gaps around windows and doors could be required to allow for the movement of the building as the home heats and cools, to allow them to be shut and opened, rather than sticking. We will examine the windows and doors as part of the Healthy Homes assessment of your rental property.

Heating Te Mata

Te Mata rental properties need to have a stable source of heat which can warm the largest or main living space to a minimum of 18degC, even on the winter coldest days. This is the minimum temperature indoors that is recommended by the World Health Organisation for people’s physical health and mental outlook.

The source of heat requirements for it to be permanent (i.e. not portable) with at least 1.5 kW in heating capacity, and must meet the minimum requirement for heat capacity for the main living space. A Heating Assessment Tool can be used to check if the existing fixed heater(s) are adequate or whether you will require to "top up" with a new heater. Open fires and unflued combustion heaters such as mobile LPG bottle heaters are not considered to be safe heating options for The Healthy Homes Standard.

If the heating you offer is electric heating or heat pump, it must have an thermostat. This will help make your heating more consistent and effective. For most homes, larger fixed heating systems such as heat pumps, wood burners pellet burners, flued gas heaters will be required. In some instances, like small apartment buildings small apartments, a smaller electric fixed heater may be sufficient.

If the living area already has a central heating source, such as the heat pump, it could require an upgrade to be able to meet the standards. Certain kinds of heaters cannot be used to meet the quality as they are either not efficient, cost prohibitive to operate and/or unhealthy to run.

Ventilation Te Mata

Every living space of the rental property should include at least one open door or window to provide natural airflow. In addition, humid areas such as kitchens and bathrooms must have a suitable externally vented extractor fan to eliminate moisture.

It is the ventilation quality is all about recognising it is that the dry atmosphere is easier to heat, and that an apartment that is well-ventilated is less likely to be a victim of damp and mould.

Living rooms, bedrooms, kitchens, and dining areas are considered to be liveable spaces. Spaces that connect, such as the hallway aren’t liveable , and thus are not need an opening door or window.

Each door, window or the skylight requirements to have the ability open to the outside, but remain set in an opening position, allowing ventilation and fresh air ventilation.

Bathrooms, kitchens, and any other area in your house that houses a bath, shower or cooktop, or any other water-generating appliance will require appropriate extractor fans which are vented to the outdoors. This Healthy Homes Assessment service will ensure that there is sufficient air circulation in every living space and will also check for the proper extractor fans in areas of high moisture.

Insulation Te Mata

Ceiling and underfloor insulation is a requirement on all rental homes as of July 1st, 2019. All landlords and property managers must ensure that the insulation is up to current standard. In some cases, an existing insulation on the ceiling or in the sub floor space might require to be filled with or replaced.

A house that is well-insulated will reduce the risk of condensation and lower the chance of mould and damp, as well as making it easier for the home to retain the heat.

Insulation needs to meet the R-values that are appropriate for your region.

The "R" is a symbol for thermal resistance and it is a measurement of how well the insulation can withstand heat flow. The greater the R-value, the better the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – The rest part of North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 below floor R 1.3

Te Mata Moisture Ingress & Drainage

Making sure your rental property is protected from dampness isn’t just about the inside it’s also about the outside. You must make sure there is somewhere for surface, rain or ground water and also stop it from getting inside. When it is about damp and water, it’s typically not apparent that it could become a major issue, causing damages to your investment and harming the tenant’s well-being.

Rental properties should have efficient drainage to eliminate storm water, surface water and ground water. This includes an appropriate runoff or outfall. Making sure that the water has a location to go, and that it doesn’t get sucked into structures is an crucial aspect of maintaining your property’s dry.

In addition to a drainage system to avoid water ingress, if the apartment has an enclosed gap between your floor and soil, a ground-water barrier should be put in place if it’s reasonably practicable to do so.

An underground moisture barrier generally made of polythene and is laid on top of the ground, to block any moisture from the ground from rising into the home. It also helps in preventing from causing damage to the flooring insulation.
