Healthy homes matter

Why is Healthy Homes Compliance important?

Around 1 in 3 households rent in New Zealand and Wairoa, and research shows us that these rental homes are most likely to be colder, older, have less efficient heating and tend to be lower quality than owner occupied properties.

Cold, damp and mouldy homes are linked to negative well-being outcomes, especially for illnesses such as colds and flu, asthma and cardiovascular diseases. Additionally, those who reported four or more major housing quality problems frequently have low life satisfaction and reduced psychological well-being.

Improving the quality of Wairoa rental property will allow tenants to enjoy improved mental and physical health and minimise the disturbance to learning, work and living because of illnesses. Your investment is also better protected from mould, mildew and damp , which means lower costs for maintenance over the long term.

The Healthy Homes Standard is a list of the specific and minimum standards for Heating, Insulation, Ventilation, Moisture Ingress and Drainage, as well as Draught-stopping on Wairoa rental properties.

Unreasonable Gaps & Holes

Draught Stopping Wairoa

Draughts may lead to lower temperatures in households. A cold house costs more to heat, resulting in wasted energy and resulting in higher bills.

If a draught can be perceived as a result of gaps or holes the area needs to be closed.

What are unreasonable gaps or holes?

If you can feel external air coming in or a clear draught from a hole or gap and you can feel it, it’s probably a gap or an opening that requirements sealing in any way. Cracks and gaps that are large should be fixed permanently. The gaps that exceed 3mm that let air in or out of your home require the sealing. For example, if the open fireplace isn’t used it may cause draughts and must be sealed from. Property managers and landlords are accountable for making sure such draughts are eliminated whenever imaginable.

There is no require to block up intentional holes or gaps in the building. For instance, small gaps around doors and windows may be required to allow for movement of the building as the household gets warmer and cooler, to allow them to be shut and opened, rather than being stuck. We will check all windows and doors during the Healthy Homes assessment of your rental property.

Adequate heaters are important to ensure healthy houses

Heating Wairoa

Wairoa rental properties must have a fixed heating source that is able to heat the principal or the biggest living space to a minimum of 18degC even on the most coldest days of the year. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical health as well as their mental health.

The source of heat requirements for it to be permanent (i.e., not portable), at minimum 1.5 Kilowatts in heating capacity, and it must have the minimum capacity for heating required to heat the living space in general. A Heating Assessment Tool may be used to determine if your current fix heater(s) are adequate or whether you will require to ‘top up’ by adding a second heater. Unflued combustion and open fire heaters, such as small portable LPG bottle heaters aren’t considered acceptable heating options under Healthy Homes Standard. Healthy Homes Standard.

If the heating you provide is an electric heater or heat source, it needs to have the thermostat. This will help make the heating more reliable and effective. In most houses, larger fixed heating equipment like heat pumps, wood burners pellet burners, flued gas heaters will be required. However, in some cases like small apartments, a smaller fixed electric heater could be enough.

If the living area already has a fixed heating source such as the heat pump, it may need an upgrade to be able to meet the standards. Certain kinds of heaters aren’t able to be used to meet the standard since they’re either costly, not cost-effective to run, and/or unsafe to run.

Each liveable space in the rental property should contain at minimum one open doors or windows to provide natural ventilation. In addition, high moisture areas such as kitchens and bathrooms should be equipped with an externally vented extractor fan to eliminate moisture.

The ventilation standard is about recognising it is that dry air is easier to heat, and that a well ventilated rental property is less likely to be a victim of mould and damp.

Bedrooms, living spaces, dining rooms, and kitchens are considered liveable areas. Connecting spaces such as the hallways are not liveable and therefore don’t need an opening window or door.

Every window, door or Skylight requirements at least open to the outside and remain fixed in an open position in order to allow for fresh air circulation and ventilation.

All kitchens and bathrooms, and any other room in your house that houses a bath, shower and cooktop or another water-generating appliance will need suitable extractor fans that vent out to the outside. The Healthy Homes Assessment service will make sure there is sufficient ventilation in every living space, including suitable extractor fans in high moisture areas.

Insulation Wairoa

Insulation for underfloor and ceilings is mandatory in all rental houses as of July 1st, 2019. Property managers and landlords are required to make sure the insulation meets this new standard. In some cases, an existing insulation on the ceiling or in the sub floor space may need to be replaced or replaced.

A well-insulated property will help to control condensation, and decrease the risk of mould and dampness and it will make much easier for the household to retain warmth.

Insulation requirements to meet the R-values required for your area

The "R" signifies thermal resistance, and is a measure of how well the insulation resists heat flow. The greater the R-value, the more effective the insulation.

Wairoa Moisture Ingress & Drainage

The security of your rental home from water damage isn’t only about what’s inside the building it’s also about the outside. You must ensure there is somewhere for rain, surface as well as groundwater to move, and also stop it from getting into the building. When it concerns damp and moisture it is typically what you don’t see that could be a huge problem that can cause damage to your investment as well as affecting your tenant’s health.

Rental properties need to be equipped with efficient drainage to get rid of the stormwater and surface waters and ground water, which includes the proper outfall or runoff. Making sure that the water has a proper place to go, and it doesn’t sit beneath structures is an crucial aspect of maintaining your property’s dry.

Alongside a drainage system to prevent moisture ingress, if your apartment has an enclosed gap between your flooring and ground, a ground moisture barrier must be constructed if it’s reasonably practicable to install it.

An underground moisture barrier typically a sheet of polythene that is placed over the ground to prevent any moisture that is present in the ground from entering the home. It also assists in preventing any damage to your underfloor insulation.
