Fines for Failing to Comply

As of 1st July 2021, once a new or renewed contract is signed on a Twyford rental property, all Healthy Homes compliance work must be done inside of 90 days.

Tenancies established between 1 July 2019 and 30 , June 20,21

  • Underfloor and ceiling insulation is a requirement throughout Twyford and New Zealand rental houses where it is reasonably practicable to put in.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement must be included with any new, renewed or varied tenancy agreement.
  • Property managers and landlords are required to keep records that prove the compliance with all Healthy Homes Standard that apply or will be applied during the tenure of your rental home.

From July 1st 2021

  • Property managers and private landlords must ensure that their rental properties are in compliance to the Healthy Homes Standards within 90 days of any new, renewed , or altered tenant.
  • All the boarding households (except Kainga Ora and Community Housing Providers with registered Boarding home tenancies) must comply with the Healthy Homes Standards regardless of the time the tenancy began.

Beginning 1 July 2023

  • All houses let through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must be in compliance with the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2024

  • All rentals homes must comply with the Healthy Homes Standards regardless of when the tenancy first began.
